Families must fall below the low-income limits for Grand and San Juan County, Utah. The following is based on US Department of Housing and Urban Development (HUD) 2008 income limits:

2. ABILITY TO REPAY DEBT
Families must obtain a pre-qualification letter for a mortgage loan of up to $100,000 through a lender of their choice. Families are encouraged to first apply with USDA Rural Development (low-interest loans for low income applicants).
3. CONDITION OF HOME
Families must own either a manufactured home built prior to June 15, 1976 and the land that it sits on, a dilapidated post-1976 manufactured home and the land it sits on, or a dilapidated stick-built home and the land it sits on.
4. EMPLOYMENT AND RESIDENCY
One member of the family must be a full-time employee in Moab, Utah and must have at least 2 years of employment history in Moab, Utah.
The Application Process:
1. LOAN PRE-QUALIFICATION
The family obtains a pre-qualification letter for a mortgage loan of up to $100,000 through a lender of its choice.
2. SUBMIT REQUIRED DOCUMENTS
The family must present proof of employment and income, a credit report, and a completed title search (all of which can be obtained from the lender that pre-qualifies the family).
3. SITE VISIT
A representative from Community Rebuilds must visit the family's site and document findings to be reviewed by the board of directors.
4. INTERVIEW WITH COMMUNITY REBUILDS BOARD
The family must be approved by the board of directors, and the family must decide if the Community Rebuilds program is right for them. The family must consider if the new home will satisfy its needs, agree to the design of the home, and agree that the construction process, timeline, and temporary housing arrangements are acceptable.
